The Washington Horse Racing Commission is responsible for overseeing pari-mutuel betting on horse races within the state. Legalization led to the opening of Longacres Racetrack, which became the oldest West Coast thoroughbred racetrack in operation until it closed (after being sold to Boeing) in September 1992.
Washington has 2 racetrack locations: Emerald Downs (a racetrack casino) in Auburn and Sun Downs in Kennewick. Players can make wagers in person or online. Each Washington county may have up to 1 OTB satellite location. However, each must be located within 20 miles of a Class 1 racing facility.
Retail sports betting at tribal casinos will likely be available in the autumn of 2021, subject to approval by Tribal Gaming Agencies and the Gambling Commission. This requires amendments to the state-tribal compacts that must be approved by the US Department of Interior. Wagers on in-state sports and colleges are prohibited.
The Washington Lottery sells scratch tickets and draw games: Pick 3, Daily Keno, Match 4, Mega Millions, Powerball, and Lotto. In 1982, House Bill 1251 and an equivalent State Bill authorizing a Washington lottery were passed. It was signed into law by Gov John Spellman on July 16, 1982. It wasn’t until April 2009 that the Washington Lottery joined the Multi-State Lottery Association (MUSL). It required the passing of a Bill in the Legislature.
The Washington legislature banned gambling in January 1909, putting an end to racetracks. With intense lobbying that began in 1922, the Gov of Washington would finally sign a bill in 1933 authorizing and regulating pari-mutuel betting on horse racing. Advance deposit wagering was approved in 2004 by authorized operators, including Twinspires, TVG, 123 Bet, Xpressbet, Watch & Wager, and NYRA Bets.
The 1st tribal compact was signed between a tribal casino and Washington state in 1991. It was followed by many other tribal compact agreements in the following years.
In July 2019, the Washington State Gambling Commission kick-started a campaign for public input on sports gambling. At the time, 3 sports betting proposals stood before the Legislature.
On March 25, 2020, the Gov of Washington, Jay Inslee, signed House Bill 2638, overhauling licensing and regulatory requirements and laws within tribal compact frameworks. Sports wagering licensing rules were unanimously approved by the Gambling Commission, which went into effect on August 30, 2021. Before 2021, 100-square sports pool boards, approved in 1973, were the closest to sports betting.
