Oregon Gambling History

The Oregon Racing Commission was established in 1933 to regulate pari-mutuel wagering, horse racing, and dog racing. As in other states, dog racing ended in 2004 due to declining popularity.

The Oregon Lottery was created in 1984 after voters approved a constitutional amendment by a margin of 2-to-1. It managed to stay alive even after the 1992 ban of sports betting (PASPA in 1992). However, Sports Action came to an end in the 2006-7 football season.

In 1989, Oregon attempted to authorize video lottery terminals to combat the illegal spread of these machines in restaurants and bars. Under this proposal, these establishments would legally offer up to 5 legal video lottery terminals per location. However, the proposal ran into opposition and was subsequently abandoned. Instead, the Oregon Lottery began to legally offer VLTs in March 1992 and slot machines in 2005.

Although Class II tribal facilities existed in Oregon before 1993, it wasn’t until this year that the first Compact was signed between the Cow Creek Tribe and the government. By 1996, all 9 Oregon tribes had negotiated Compacts, allowing them to offer Vegas-style casinos on reserves. Attempts to introduce commercial casinos in 1972, 1978, and 2005 failed to make any headway. A 2010 ballot to authorize a casino at the bankrupt Multnomah Greyhound Park was defeated by a margin of roughly 2:1. Another attempt in 2012 suffered a similar fate.

In 2019, Oregon legalized sports betting at tribal casinos, and the lottery’s Scoreboard app launched later that year.
