North Dakota Gambling History

In 1987, the North Dakota Legislature authorized pari-mutuel horse racing. The same year, it established the North Dakota Racing Commission to regulate the industry. Off-track betting legislation was enacted 2 years later, in 1989. Regulations for OTB and simulcast racing were adopted in 1990.

In 2002, the Constitution of North Dakota was amended, authorizing it to join the multi-state lottery. The lottery began running in 2004.

Fast forward over a decade later (2017) when electronic pull tabs were approved and introduced in August 2018. In 2019, an effort to introduce sports betting statewide failed to gain traction.

In September 2020, IGT (gaming provider) announced a partnership deal with the Turtle Mountain Band of Chippewa Indians to provide sports betting to its two casinos: Sky Dancer Casino & Resort and Grand Treasure Casino. The Dakota Magic Casino and Hotel would later announce a partnership with IGT in June 2021.

The North Dakota House approved the idea of online poker on March 30, 2021. However, the Senate decided unanimously to kill ND3012 and ND1389. These Bills would have put online poker on a 2022 statewide ballot.

On February 2, 2021, ND3032 to authorize sports betting in North Dakota was introduced. It made it to the second reading, where it died in Chamber on March 3, 2021, by a slim margin against 24-23. A Bill (ND2314) that would have authorized online gaming and online sports betting by tribes died in Chamber on February 10, 2021.
