Relative to other states, Missouri is relatively young when it comes to regulated gambling. The Missouri Gaming Commission regulates fantasy sports contests, (dockside) riverboat casinos, and charitable bingo. Although pari-mutuel horse race betting is legal, the absence of live tracks and simulcast events means that it is presently impossible to place a wager in Missouri.
Internet gambling, including sportsbooks and online casinos, is prohibited. Missourians may not even purchase lottery tickets online, although purchases from brick-and-mortar retailers are permitted.
Four sports betting bills were submitted in March 2021, and another by Missouri Rep. Wes Rogers at the beginning of April 2021. One of these Bills would also legalize video lottery terminals (VLTs), and another would allow casinos to operate on land. We will need to wait and see how this evolves.
The Missouri Lottery has been funding state education since 1993. Tickets can be purchased at authorized retailers. However, they cannot be bought over the Internet. Players from Missouri can purchase multistate tickets, including Powerball, Lucky for Life, Mega Millions, and state draw tickets, pull-tabs, and ‘scratchers.’
The Missouri Constitution allows for bingo and other games (including pull-tabs, raffles, and coin boards) conducted by licensed veteran, fraternal, charitable, and service organizations. Proceeds are used to fund projects such as cancer care, Alzheimer’s research, child abuse prevention programs, etc.
In one calendar year, pull-tab licensed charities may offer no more than 15 pull-tab events. For a bingo & pull-tab permit, the organization must have at least a 5-year history. No game prize shall exceed $500, and awards cannot exceed $3,600 per event.
Although pari-mutuel racing is legal in Missouri, it is not available. There are no live horse racing tracks, and restrictions on simulcast betting have made it unattractive to operators. Off-track betting remains illegal in Missouri.
Fantasy sports are recognized as a game of skill, meaning they fall outside the scope of Missouri gambling laws. There are currently nine licensed operators that provide fantasy sports contests in Missouri: FFPC, DraftKings, FanDuel, Fantasy Draft, OwnersBox 3.0, SportsHub Technologies, RealTime Fantasy Sports, Underdog Sports, and Yahoo Fantasy Sports.
Operators must ensure players meet the minimum age requirement (21) and are residents of the state. It is prohibited to bet using data related to high school, youth sports, or college games.
Missouri allows riverboat casinos provided that they are adjacent to a body of water. These casinos typically offer 1,000+ slots, video poker, poker rooms, video keno, and table games: blackjack, craps, roulette, Texas Shootout, Pai Gow, Three-Card Poker, Ultimate Texas Hold’em, Cajun Stud, DJ Wild, High Card Flush, etc.

Voters in Missouri approved pari-mutuel wagering at horse tracks in 1984. Limited simulcast racing based on the number of days a track holds live horse races was also permitted. This severely restricted the viability of the industry. An attempt to amend this restriction (SB 1010) in 2002 failed. The Missouri Horse Racing Commission (MHRC), which was intended to oversee the industry, is effectively a shell with no live tracks or simulcast activity in the state.
The Missouri Lottery was founded in 1985 after Senate Bill 44 passed. It was preceded by Amendment 5 a year earlier, which repealed a section of the Missouri Constitution that banned lotteries.
In 1993, the Missouri Gaming Commission was created to regulate riverboat gambling. September 1, 1994, the Charitable Games Division of MGC began to regulate charitable gaming bingo, which has been legal in Missouri since 1980.
