Missouri Gambling Overview

Relative to other states, Missouri is relatively young when it comes to regulated gambling. The Missouri Lottery has been funding state education since 1993. Tickets can be purchased at authorized retailers. However, they cannot be bought over the Internet. Charitable Gaming (Bingo)

Fantasy sports are recognized as a game of skill, meaning they fall outside the scope of Missouri gambling laws. Missouri Gambling History

Voters in Missouri approved pari-mutuel wagering at horse tracks in 1984. Limited simulcast racing based on the number of days a track holds live horse races was also permitted. This severely restricted the viability of the industry. An attempt to amend this restriction (SB 1010) in 2002 failed. The Missouri Horse Racing Commission (MHRC), which was intended to oversee the industry, is effectively a shell with no live tracks or simulcast activity in the state.

The Missouri Lottery was founded in 1985 after Senate Bill 44 passed. It was preceded by Amendment 5 a year earlier, which repealed a section of the Missouri Constitution that banned lotteries.

In 1993, the Missouri Gaming Commission was created to regulate riverboat gambling. September 1, 1994, the Charitable Games Division of MGC began to regulate charitable gaming bingo, which has been legal in Missouri since 1980.

Fast forward to September 2016, when the Missouri Fantasy Sports Consumer Protection Act went into effect authorizing fantasy contests.

In recent years, gambling machines started popping up in convenience stores, gas stations, and bars, among other locations. This created a grey market of approximately 14,000 devices, ruled illegal in September 2020.
