Dockside casino gambling was legalized in 1990 with the passage of House Bill 2. It brought the Mississippi Gaming Control into force to regulate casino gambling. Two years later (1992), Gov. Kirk Fordic signed a compact with the Mississippi Band of Choctaw Indians opening the door to Class III tribal casinos. The first regulated bingo hall was opened in October of that same year.
The ball to legalize a state lottery was set in motion in November 1992 when a section of the Mississippi Constitution prohibiting lottery gaming was repealed. Opposition to introducing a state lottery meant that it wasn’t until 2004 that Alyce G. Clarke introduced a Bill to create one.
However, it ran into opposition from religious conservatives. It wasn’t until 2018 that Alyce G. Clarke would manage to authorize the Mississippi State Lottery. Multistate lottery tickets began being sold in August 2019. That’s a long battle, and may be what awaits anyone who tries to legalize Mississippi online casinos or any form of online gambling.
Daily fantasy sports was legalized as differentiated from online gambling in 2016. However, it wasn’t until 2017 that Mississippi Gov. Phil Bryant signed House Bill 967. This introduced regulation and established a tax system on daily fantasy sports contests, effective July 1, 2017.
A Bill to legalize online sports betting (SB 2732) introduced by Senator Philip Moran in January 2021 died in Committee on February 2, 2021. At this point, online casino games have not even been mooted in a legal sense. They are considered by many to be a more luck-based form of online gambling than any other, which hurts their case.
Pari-mutuel wagering is permitted at commercial and tribal casinos. There are no commercial racetracks in Mississippi accepting pari-mutuel wagers.

Mississippi State has authorized land-based casinos, pari-mutuel wagering, a state lottery, charitable gambling, and sports betting at licensed casinos. Fantasy contests are also permitted. Aside from online gambling, it’s pretty liberal in this respect.
