Gambling in Mississippi has been around for hundreds of years, starting with the Indian tribes’ fondness for “ishtaboli” (stick ball). Cards, billiards, and checkers were popular with Europeans and African colonists. During the 1790s, the Fleetfield Race Track in Natchez was built for racing horses where Natchezians could back their favorite horses.
Today, Mississippi prohibits most forms of lotteries and gambling. It’s not entirely surprising given that Mississippi forms part of the Bible Belt of conservative Protestant states. However, land-based casinos (including sports betting and pari-mutuel wagering), fantasy sports, and a state lottery are permitted. Internet gambling remains illegal, so no online sports betting and no online casinos.
The Mississippi Lottery Corporation regulates the Mississippi State Lottery. Players from Mississippi can purchase tickets at authorized retailers, including grocery stores, convenience stores, and other venues. It is not possible to buy lottery tickets over the Internet. Players can find multistate draw-style games such as Powerball, Mega Millions, and state draws like Cash 3. It is also possible to purchase scratch-off games.
Bingo is regulated by The Charitable Gaming Division of the MGC. It is permitted for non-profit organizations to offer bingo to fund clubs, associations, or groups registered with the Secretary of State’s Office. The law sets limitations on the times and number of games offered in a day or week.
Despite having a history of horse racing, Mississippi no longer has any licensed horse tracks. Greyhound tracks are also not available in the state. However, simulcast pari-mutuel wagering is permitted at all licensed casinos offering a racebook.
The Fantasy Contests Act permits fantasy contests offered by licensed operators who pay an 8% revenue fee to the Department of Revenue. Contests based on the performance of youth sports events, high school or collegiate, are not allowed. It has attracted significant operators like DraftKings and FanDuel.
Commercial casinos are overseen by the Mississippi Gaming Commission (MGC) and represent the lion’s share of land-based casinos. These are primarily located along the Mississippi River and the Gulf Coast. The state also has 3 Class III tribal casinos on Choctaw Indian land. With sports betting illegal in neighboring Florida and Alabama, Mississippi casino sportsbooks have benefited from players crossing state lines.

Dockside casino gambling was legalized in 1990 with the passage of House Bill 2. It brought the Mississippi Gaming Control into force to regulate casino gambling. Two years later (1992), Gov. Kirk Fordic signed a compact with the Mississippi Band of Choctaw Indians opening the door to Class III tribal casinos. The first regulated bingo hall was opened in October of that same year.
The ball to legalize a state lottery was set in motion in November 1992 when a section of the Mississippi Constitution prohibiting lottery gaming was repealed. Opposition to introducing a state lottery meant that it wasn’t until 2004 that Alyce G. Clarke introduced a Bill to create one. However, it ran into opposition from religious conservatives. It wasn’t until 2018 that Alyce G. Clarke would manage to authorize the Mississippi State Lottery. Multistate lottery tickets began being sold in August 2019.
Daily fantasy sports was legalized in 2016. However, it wasn’t until 2017 that Mississippi Gov. Phil Bryant signed House Bill 967. This introduced regulation and established a tax system on daily fantasy sports contests, effective July 1, 2017.
A Bill to legalize online sports betting (SB 2732) introduced by Senator Philip Moran in January 2021 died in Committee on February 2, 2021.
Pari-mutuel wagering is permitted at commercial and tribal casinos. There are no commercial racetracks in Mississippi accepting pari-mutuel wagers.
Mississippi has its own state lottery, which offers state and multistate draw tickets and scratch-off tickets.
Mississippi State has authorized land-based casinos, pari-mutuel wagering, a state lottery, charitable gambling, and sports betting at licensed casinos. Fantasy contests are also permitted.
Mississippi does not allow online gambling in the state. There are no online casinos, no online lottery ticket sales, and no online sports betting.
Mississippi sportsbook betting is legal at casinos only. It is presently illegal to make online sports bets.
